State-wise Travel Advisory for domestic flights passengers from 25th May 2020
Domestic flights operations will be resumed for passengers in a calibrated manner from Monday, 25th May 2020.
All airports & air carriers are informed to be ready for operations from 25th May 2020, by the Government and also that only 1/3rd of the flights will be operational.

Latest State Advisories/Guidelines concerning domestic flights resumption from today which need to be followed by the passengers:


Maharashtra :
Flights Allowed: Yes
Number of flights condition: Yes.  Only 25 Departures & 25 Arrivals allowed daily for Mumbai. Rest cities no restriction but only 1/3rd of the flights will be operational as decided initially by the aviation ministry.

Karnataka : 
Flights Allowed: Yes
Number of flights condition: No

State-specific rules: All the passengers in the incoming domestic flights from the states of Maharashtra, Delhi, Rajasthan, Gujarat, Tamil Nadu & Madhya Pradesh will undergo 7 days institutional quarantine followed by home quarantine.

Tamil Nadu
Flights Allowed: Yes
Number of flights condition: Yes. For Tamil Nadu, there will be max 25 arrivals in Chennai but there's no limit on the number of departures. For other airports in TN, flights will operate as in other parts of the country.

State-specific rules:
-All domestic air travellers coming into Tamil Nadu will have to register themselves on the TN ePass portal. Click here
-All persons entering the state of Tamil Nadu might remain under home quarantine for 14 days from the date of arrival.
-However, if the individual does not have facilities for home quarantine, he will be sent to institutional quarantine. He/she should inform the same in the TN ePass portal. Click here

Uttar Pradesh :
Flights Allowed: Yes
Number of flights condition: No

State-specific rules:  
- Passengers will be home quarantined arriving into the state including air travellers, reports PTI. 
- Principal Secretary Medical and Health Amit Mohan Prasad says that the  travellers can be tested for the coronavirus on the sixth day of quarantine and leave if their results are negative. 
- If travellers do not have home quarantine, they will be quarantined at a facility. 
- Travellers in the state for a brief duration will not need to be quarantined if they show their return details.
- All passengers coming to UP will have to register themselves on http://reg.upcovid.in and furnish details of themselves and the family members travelling with them.

Assam :
Flights Allowed: Yes 
Number of flights condition: No

State-specific rules:
-The Assam government has made it mandatory for all air passengers to stay in quarantine for 14 days. However, the 14-day period might be equally distributed between government/institutional quarantine and home quarantine based on the guidelines. 
-Pilots and crew members will not be subjected to quarantine - home or institutional
-If the passenger comes to Guwahati for less than 24 hours - arrives in the morning and returns by evening won’t be subjected to quarantine. If they don’t return as declared, they will face criminal charges.
-Those passengers travelling on government duty, including defence ops, will be free from quarantine. Still, they will have to seek approval from the Health Dept and submit a declaration and must confine themselves in guest houses.
-Any senior citizen above 75 years, Pregnant women, physically disabled, passengers visiting family members in hospitals, those below 10 years along with parents will be stamped for home quarantined.
-Those returning from abroad -who have already completed quarantine in another state upon landing do not require to go for repeat institutional quarantine.

Bihar :
Flights Allowed : Yes
Number of flights condition : No
State Specific Rules :NA

West Bengal :
Flights Allowed: Only From 28th May
Number of flights condition: Yes. Kolkata now 10 arrivals & 10 departures.
State-specific rules: The passengers returning to the state shall remain under home quarantine for 14 days and follow the isolation guidelines. Each district will have testing centres for the passengers.

Chhattisgarh :
Flights Allowed: Yes
Number of flights condition: No
State-specific rules: State Government has implemented compulsory 14-day institutional quarantine for passengers returning to the states via any public transport modes like domestic flights, trains and buses.

Jammu and Kashmir :
Flights Allowed: Yes
Number of flights condition: Yes Srinagar, 12 arrivals and departures, Jammu 8 from May 25th.
State-specific rules: All passengers coming to Jammu and Kashmir (J&K) by train or domestic flights will be kept in institutional quarantine for 14 days and will get tested for coronavirus using RTPCR test.

Delhi :
Flights Allowed: Yes
Number of flights condition: No

State-specific rules:
-No mandatory institutional or home quarantine for asymptomatic passengers.
-Only those with symptoms would need isolation
-Asymptomatic passengers don't need mandatory institutional or home quarantine. Asymptomatic passengers can go home, self monitor their health
-They can call Helpline numbers if they develop symptoms.
-Moderate to severely symptomatic persons will taken to covid care centres
-Those with mild symptoms will be given the option of being taken to covid care centres or home quarantine.
Gurugram (city):
State Specific Rules :All those flying to Delhi to head to Gurugram, the administration has a 14-day home quarantine mandatory for those coming on flights. Still, those arriving at Delhi airport will also need to apply for a movement pass to enter Gurugram. Mizoram :
Flights Allowed: Yes
Number of flights condition: No
State-specific rules: Passengers flying to Mizoram will have to obtain the prior permission of the state government for air travel. They must undergo a COVID test on arrival and mandatory quarantine for fourteen days. 

Telangana :
Flights Allowed : Yes
Number of flights condition : No
State Specific Rules :There is a mandatory 14-day quarantine for people returning via any means of transport.

Andhra Pradesh :
Flights Allowed: Yes
Number of flights condition: No
State-specific rules: There is a mandatory 14-day quarantine for people returning via any means of transport.
Note: Vijayawada and Visakhapatnam will start from 26th May .

Punjab :
Flights Allowed: Yes
Number of flights condition: No
State-specific rules: Punjab government has announced a 14-day home quarantine for those entering the state via a flight, train or bus.

Kerala :
Flights Allowed: Yes
Number of flights condition: No

State-specific rules: Domestic flight passengers arriving in Kerala must undergo strict home quarantine as per the lockdown guidelines by the government.

Note : Minister Pinarayi Vijayan had earlier said that those who reach the state in flights for any urgent "business meets" would require to travel back within a day or two and the state will not insist such persons to not undergo the strict quarantine of 14 days.

Odisha :
Flights Allowed: Yes
Number of flights condition: No
State-specific rules: The domestic flight passengers returnees in the rural areas would have to go for a compulsory 7-day institutional & a 7-day home quarantine. For returnees from urban areas, a 14-day home quarantine is mandatory. 

Goa :
Flights Allowed: Yes
Number of flights condition: No

State-specific rules:
-Every flight passenger will have to undergo thermal screening at the entry point. Those found symptomatic will be mandatorily tested and quarantined. 
-The passengers who are asymptomatic will be given two options, one of which they should select on the self-declaration form which has to be submitted at the entry point:
A) Get their test done by giving their swabs at the collection centres. The passengers will have to pay Rs. 2000 for the same and maintain self-isolation till the test results come.
B) Be under home quarantine for 14 days with stamping.

Rajasthan :
Flights Allowed : Yes
Number of flights condition : No

State Specific Rules :
-Rajasthan makes 14-day home quarantine mandatory for air passengers.
-Those who intend to return within 7 days must test negative in RT-PCR .
-Breach of home quarantine to result in institutional quarantine/penal action/fine

Uttarakhand :
Flights Allowed: Yes
Number of flights condition: No

State-specific rules: Passengers will be kept in institutional quarantine for the time period specified by the state government unless they show symptoms which require quarantine in medical facilities. 


Important Note : "Institutional quarantine is, however, not applicable to pregnant women, children below 10, people above 80 and terminally-ill patients, although their swabs will be taken on arrival for tests," added the statement.
